The Hunter and Central Coast Development Corporation (HCCDC) is seeking a quality long-term tenant for Baxter East - a rare 4.952-hectare parcel within the landmark Mount Penang Parklands, one of the Central Coast's most significant destinations for tourism, events, business, education and community life.
This is a genuinely unique opportunity to secure a substantial, vacant and fully serviced landholding within an established 130-hectare precinct - and to shape what comes next. HCCDC seeks to secure a tenant that:
· Proposes uses that align with and contribute to the Mount Penang Parklands Place Vision, including activities that respect the site's community, heritage and environmental values, and complement existing uses within the Parklands
· Demonstrates relevant experience in leasing, operating and managing comparable properties, supported by a strong performance and delivery record
· Presents a viable and sustainable proposal capable of providing long-term occupancy, ongoing activation and positive outcomes for the site
· Delivers appropriate financial or non-financial return to HCCDC, supporting the ongoing management, maintenance and development of the site and broader Parklands precinct
Whether it's a landmark education campus, a recreation or sporting facility, a community-scale commercial development, or something not yet imagined - this is a rare chance to bring vision and long-term investment to an underutilised site with few equals on the Central Coast.
The Site
Baxter East is a corner landholding with dual frontage - approximately 70m to Frank Road and 177m to Parklands Road (private road). It is predominantly level, cleared and connected to water, sewer and stormwater, with electricity available for connection. It sits within the northern reaches of the Parklands, neighbouring the Central Coast Sports College and NAISDA Dance College, with established tree cover along parts of its boundary and direct, easy access for construction and future operations. Any proposed use must be able to comply with all relevant statutory planning and heritage requirements.
The Precinct
Mount Penang Parklands is a place with real history and real momentum. Once a juvenile reformatory, it's now a State significant heritage site that HCCDC has transformed into a thriving destination - home to the renowned Mt Penang Gardens (designed by Anton James), a 27-hectare heritage business park, sporting fields, event spaces and bushland, with 7 tenants across 45 buildings and sites across the precinct spanning education, community and commercial uses. It's signposted as a Destination NSW tourist attraction and draws visitors, students and workers year-round for education, recreation, sport and business.
The Location
Few sites on the Central Coast offer this combination of scale and connectivity. Baxter East sits immediately off the M1 Pacific Motorway at the Gosford Interchange - the primary freight and commuter link between Sydney and Newcastle, recently widened to three lanes each way and carrying more than 70,000 vehicles a day. Sydney's northern suburbs are under an hour away, Newcastle around 70 minutes, and Gosford's CBD, hospital and train station are just 15 minutes down the road.
The immediate area is already home to serious business. Neighbouring Somersby is the Central Coast's most established industrial and logistics corridor, anchored by national and multinational operators including BASF, Borg Manufacturing, CSR Hebel and Baltimore Aircoil, alongside the Mount Penang Business Park just off the same interchange. Kariong itself offers everyday retail and services on the doorstep, plus the Australian Reptile Park as a major local drawcard, with Erina Fair - the Central Coast's premier shopping and lifestyle destination - only 15 minutes away.
The Opportunity
HCCDC is offering Baxter East on a long-term lease, with terms negotiable based on the scale of investment and the outcomes a proposal can deliver. This is a chance to secure a large-format site, on excellent motorway access, inside an already-successful and much-loved precinct - and to leave a genuine mark on the next chapter of Mount Penang Parklands. The opportunity considers ground leases with options to extend up to a maximum of 50 years.
